Taking advantage of his position, Tong received money from the director of a private hospital many times, was expelled from the party, expelled from public office, and transferred to judicial organs for handling according to law.
Not long ago, the Jingjiang Municipal Commission for Discipline Inspection and Supervision received feedback from the public: “After a traffic accident, there was a public hospital nearby, but the ambulance took me to a private hospital farther away for treatment.”
By convention, after a traffic accident occurs, the 120 emergency command center will dispatch an ambulance from the nearest hospital to the scene according to the location of the accident. In response to this reflection, the Municipal Commission for Discipline Inspection and Supervision quickly intervened in the investigation and found that this situation was not accidental. For example, a citizen had a traffic accident in front of a township health center in the city, but was then picked up by a 120 ambulance of a private hospital 15 kilometers away for medical treatment; after another traffic accident was reported to the police, he came to the private hospital and the hospital at the same time. Two ambulances in a public hospital… The strange thing is that these accidents are all related to a private hospital in the city.
Through key investigations, it was found that the director of the private hospital was in close contact with several traffic policemen. After investigation and evidence collection, the director of the hospital has repeatedly transferred money and sent red envelopes to several traffic policemen, especially during holidays and other nodes.
It turned out that in order to ensure first-time access to traffic accident information, so as to go to the accident scene to grab “business”, the hospital reached an “agreement” with Tong and other traffic policemen. In return, the hospital director sent cash, shopping cards, fuel cards, tobacco and alcohol, and WeChat red envelopes to the traffic police in the name of “information fees”.
Subsequently, the Jingjiang Municipal Commission for Discipline Inspection and Supervision carried out special rectification to seriously investigate and deal with outstanding problems in receiving police and sending doctors to the scene of the traffic accident. So far, 25 violators of discipline and law have been investigated and punished, 2 have been detained, and 1 has been transferred to judicial organs, involving traffic police, medical and health care, medical insurance and other departments.
At the same time, the Jingjiang Municipal Commission for Discipline Inspection and Supervision urged the case to promote reform, issued a supervision proposal to the relevant departments, promoted the revision and improvement of 6 systems including the “Regulations on Strengthening the Supervision and Management of Road Traffic Accident Handling”, and urged and improved the overall planning of the 120 emergency command center. The pre-hospital emergency service system is implemented by dispatching, 1 directly affiliated first aid station, and 8 first aid points.
