On June 25, a 4-year-old boy from Pingjiang, Hunan, was found dead in the car.
According to a report by the Pingjiang County Public Security Bureau, the boy was entrusted to his neighbor Rao Mou by his parents, and Rao forgot to leave him in the car for hours while taking care of him.
According to the report, Rao was the auxiliary police of the local police station and is currently under criminal detention for alleged negligence causing death.
The foregoing notice showed that at 16:50 on June 25, the Pingjiang County Public Security Bureau received the auxiliary police officer Rao Mou (male, 25 years old, from Changshou Town, Pingjiang County), saying that due to his negligence, the neighbor’s child He Mouwei (male, 4 years old, from Changshou Town, Pingjiang County) was locked in his car for several hours and has been sent to the Second People’s Hospital of Pingjiang County for rescue.
After receiving the alarm, the duty police quickly rushed to the hospital for investigation. When the police arrived at the hospital, He Mouwei had died, and the suspect Rao Mou was immediately controlled by the police.
After investigation and on-site investigation by the Criminal Investigation Brigade and the Criminal Technical Office of the Pingjiang County Public Security Bureau, the suspect Rao and the deceased He Mouwei were neighbors of a community in Changshou Town, and the relationship between the two neighborhoods was good. He Mouwei’s parents were busy with their business, and Rao’s wife Fang Mouqin had worked in a private kindergarten in Changshou Town (later resigned due to pregnancy), so since the summer of 2019, He Mouwei’s parents had entrusted He Mouwei to Fang Mouqin.
At 12 o’clock on June 25, Rao Mou, Fang Mouqin, and He Mouwei, who were on holiday, drove Fang Mouqin to her grandmother’s house in a village in Changshou Town after eating lunch. After arriving, Fang Mouqin wanted to take a break because she was pregnant, so she entrusted He Mouwei to Rao. Rao Mousui drove He Mouwei away and planned to take him to a playground.
Rao got off the car and went into the store while driving through a convenience store operated by his cousin Wu Mouliang. Later, Rao only had to discuss family matters with Wu Mouliang and forgot He Mouwei staying in the car. At about 16 o’clock, when Rao Mou returned to the car and found that He Mouwei had collapsed in the back seat of the car, he immediately sent He Mouwei to the Second People’s Hospital of Pingjiang County for rescue and report to the police.
According to preliminary forensic identification, the deceased He Mouwei had no fatal trauma, combined with the investigation and on-site conditions, preliminary analysis believed that He Mouwei was highly suspected of being in high temperature and hot environment for a long time, causing suffocation.
Currently, Rao Mou has been criminally detained on suspicion of negligent death. The case is still under further investigation.
